Opening Ceremony: Keynote & Panaji Net Zero Roadmap Launch

Emergence opens with the launch of the Panaji Net Zero Emissions Roadmap, developed by Transitions Research under the People’s Urban Living Lab (PULL). The roadmap sets out a strategic framework for Panaji’s transition to a low-carbon and, ultimately, net-zero emissions future. It identifies practical interventions, institutional roles, and opportunities for implementation across six sectors: energy, electricity, waste, mobility, green buildings, and urban nature. It draws on an emissions inventory, field assessments, a visioning workshop with experts and residents, a multi-stakeholder consultation, and sector-specific policy labs held with officers from across Goa’s government departments. The morning brings together state and city leadership for welcome and keynote addresses, a walk through the journey to the roadmap, and its formal launch. It closes with a call to action on the partnerships and next steps needed to carry the roadmap into implementation. The launch is followed by the panel discussion From Climate Plans to City Action: Building Resilient Cities.
