This session examines how small and medium-sized cities can develop climate action plans that respond to climate risk while also addressing inequality, participation and local priorities. The session is anchored in FES’s publication Climate Justice in Action: A Framework for Equitable Climate Action Plans in Cities and brings together perspectives from urban governance, community-led environmental action, and climate policy. The discussion will explore who gets to shape local climate policy, how governments and communities can work together, and how the idea of the right to the city can be reflected in climate planning. The format is an expert panel discussion, designed to bring different institutional and community perspectives into one conversation rather than run it as a participatory workshop. Participation is invite-only, with an audience of approximately 50 people. The session is intended to connect policy frameworks with practical questions facing cities and communities as they respond to climate risks.
